| CO2 acts globally, thus its impact on the environment is generally similar wherever in the globe it is released. Regional pollutants e.g. SO2 and NOX, and also mercury are also considered as part of the "cap and trade equation".......next?

| As if "regional pollutants" aren't the subject of mountains of other legislation and the entire point and stated purpose of this bill isn't CO2 emissions.
