Shouldn't be. But hilariously, NBC claimed the photo was "too risque" for the Today Show and left it to everyone's imagination. Meanwhile, the
exact same type of pic (from the side, t*ts covered with arm) was on the cover of the SI Swimsuit Issue years ago.
